Taiwan Lottery Co., Ltd. (Taiwan Lottery) is a subsidiary of CTBC Financial Holding Co., Ltd. , the delegated organization to operate public welfare lottery by CTBC Bank. CTBC Bank had gained recognition by the Ministry of Finance (MOF) and therefore began to issue the 3rd term of public welfare lottery from 2007 through 2013 and was again designated by MOF to run the 4th term from 2014 through 2023. Jeffrey Koo Jr.,Chairman of CTBC Charity Foundation,said that all earnings from Lottery business will be donated to social welfare. Lottery is not a business, and CTBC Bank contributes a sum of NT$2.7 billion each year to the government welfare funds so as to take care of more underprivileged people, regardless of profits of losses.
Unlike other countries, the government of Taiwan issues public welfare lottery to help the underprivileged. Therefore, Taiwan Lottery is a public welfare business raising funds for the government's welfare resources. Right after taking up office, Chairman Steve Hsieh actively promotes the concept: Buy lottery for public welfare to accumulate merits. Besides winning big prizes, citizens buying lottery provide job opportunities for underprivileged lottery dealers and take care of the underprivileged. Through the well allocation and utilization of Taiwan Lottery and CTBC Charity Foundation, more than 7.55 million underprivileged people have been benefited from over 1,293 public welfare and charity projects launched by at least 200 social welfare organizations and charity groups by Dec 2021.
